LTO Information Technology Project
Description
Being implemented under the Build-Own-Operate (BOO) scheme that will provide an integrated information technology system to interconnect LTO offices nationwide, automate and integrate its critical business processes, and enable online and real-time processing of transactions. Through the BOO scheme, the government has no cash out for this project, which is being funded by the private sector proponent.
Objective
To transform LTO into a modernized agency that provides much-improved public service and promotes good governance.
Status
Final Certificate of Acceptance of an Information Technology was issued on February 10, 2003. Fully implemented at the Central Office, all Regional Offices, and almost all District Offices of the LTO nationwide.
Plans
Connectivity with other government agencies and private companies.
Motor Vehicle Inspection and Emission Testing System (MVIETS) Program
A. 77 Million ADB Loan
Description
Procurement of smokemeters and Gas Analyzers for the LTO district offices covered in the Metro Manila Air Shed
Objective
To provide smoke test equipment for the LTO district offices in the Metro Manila Air Shed to be used for the following:

1) Conduct test prior to registration 1) Conduct adjudication test
2) Conduct adjudication test 2) Conduct roadside inspection test
3) Conduct roadside inspection test 3) Conduct monitoring test of PETC tests
4) Conduct monitoring test of PETC

B. Private Emission Testing Centers
Description
Accreditation and authorization of private emission testing centers nationwide
Objective

3) Conduct voluntary test 3) Conduct test of apprehended vehicles

Status
Five (5) testing centers have been authorized to date
Plans
To be able to establish 750 stations for Metro Manila and 700 stations outside Metro Manila
C. Motor Vehicle Inspection System
Description
An MVIS expansion project that will cover the development of a systematic and comprehensive vehicle testing system
Objective
To expand and upgrade the existing MVIS through a public-private partnership such as the BOT Law or its variant schemes
Status
Deliberated and was able to get 1st pass approval at the NECA ICC Technical Board on March 6, 2002 and at the Cabinet level on March 25, 2002. Request For Proposal preparation is ongoing
Plans
To be able to construct 208 MVIS lanes nationwide by the end of the 15-year concession period
Road Safety Project
A. Drug Testing Project
Description
This involves the accreditation of drug testing laboratories
Objective
To ensure that no driver's license shall be issued by the LTO to drug addicts and/or dependents
Status
Ongoing
Plans
Full implementation of drug testing for new and renewal license applicants nationwide
B. Driver Training Program
Description
A driver education program with the assistance of TESDA and in coordination with the Civil Service Commission
Objective
To educate drivers on traffic rules and regulations as well as to develop proper skills and behavior while driving
Status
The LTO through the Road Safety Task Force conducted the program from July to November 2001 wih a total of 142 drivers from the NFA, other government and private institutions attending the seminar
Plans
Accreditation of Road Safety per unit re-orientation courses conducted by private companies and LGUS and implementation of a uniform Drivers Re-Orientation Training module
C. Outreach Program
Description
This entails visits to schools, bus companies, private and public organizations to conduct lectures on road safety
Objective
To upgerade the level of road safety and enhance road safety awareness by and any of the communities
Status
The Road Safety Task Force together with the speakers conducted a seminar at Elegant Shuttle Service, Inc. in Laguna where 25 drivers attended
Plans
To organize CARS (Citizens Alliance for Road Safety)
Anti-Smoke Belching Program
Description
Law Enforcement Campaign and alliance building to enforce the provisions of the Clean Air Act
Objective
To sustain government initiatives on the enforcement of the Clean Air Act
Status
Ongoing but needs improvement
Plans
Capability building, acquisition of equipment and other enforcement resources, networking and linkages
