| LTO: Tuned Up at 92 |

The Land Transportation Office celebrated its 92nd Foundation Anniversary last April 23, 2004, with the theme “LTO: Tuned Up at 92”. |
|
Tuned Up is an acronym which embodies the values the LTO want to instill in the heart and mind of every LTO employee: Teamwork, Unanimity, love of Nature, Excellence, Discipline, Urbanity, and Pride. |
|
During the ceremony, LTO Assistant Secretary Anneli R. Lontoc highlighted the agency’s accomplishments for the past seven months to get tuned up, as follows: |

1.
Issuance of Driver’s License |
- Shortened processing time of new driver’s license to a day, instead of 180 days or more, in the 6 licensing centers in Metro Manila, and soon in Cebu and Davao.
- All regions now have a facility for the renewal of driver’s license in 30 minutes.

2.
Motor Vehicle Registration |
- Streamlined the registration of imported motor vehicles, with the cooperation of various players in the process, such as the Bureau of Customs (BOC), Bureau of Internal Revenue (BIR), Traffic Management Group (TMG), manufacturers, importers and dealers; and reduced the registration process from 120 days or 4 months, to just 14 days.
- Increased the productivity of the agency’s Plate Making Plant by 55% to ensure that motor vehicle plates are always available in the district offices nationwide.

3.
Law Enforcement |
- Re-launched the LTO Enforcement Program, through the Project PATRIOTS, or Proactive Action for Transparent and Responsible Implementation of Traffic and Transport Standards.
- Launched LTO LEOs, or Law Enforcement Officers, in their new uniform, replacing the flying squads, and soon Lady LEOs. This aims to turn around the image and credibility of the LTO men and women on the road.
- Started a focused anti-colorum drive with the transport groups

4.
Total Quality Management Program to complement the LTO-IT Project |
- Launched 5S or Good Housekeeping; now ongoing in various levels of implementation across the regions.
- Launched ISO 9001:2000 Project on Driver’s License Processing to document the quality management system for the processing of driver’s license for consistency and quality service delivery; Northern Licensing Center, Pilot Licensing Unit and Licensing Section are the pilot offices for the project.

Also present during the ceremony were Department of Transportation and Communications (DOTC) Secretary Leandro R. Mendoza and Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Maria Elena H. Bautista. |
