OFFICE FUNCTIONS
Office of the Assistant Secretary
1. Provides over-all guidance, supervision and direction of all activities of its staff division and the regional and district offices in line with the Department's policies and thrusts.
2. Directs and guides its staff divisions and regional offices in coming up with strategies to improve services to the general public in connection with the registration of motor vehicles and issuance of drivers licenses.
3. Monitors the performance of its staff divisions, regional offices, and make recommendations to the Secretary to correct deficiencies.
4. Enforces, administers, and regulates rules and regulations with respect to motor vehicle registration and issuance of drivers licenses.
5. Enforces land transportation rules and regulations.
6. Coordinates with other government agencies and private entities involved in land transportation to ensure safe, convenient, and economical land transport services.
A. Medical Unit
1. Formulates and implements policies and procedures for the development and maintenance of the physical and mental health of personnel.
2. Coordinates and supervises medical examination of driver license applicants and holders conducted by accredited physicians throughout the country.
3. Formulates and implements policies pertaining to the physical and mental health requirements of current and prospective holders of drivers licenses.
B. Plate Making Plant
1. Manufactures motor vehicle plates.
2. Maintains a material research laboratory, conducts studies and identifies measures in reducing production cost and maximizing production efficiency.
3. Coordinates with other units of the Office in determining the quantity of plates to be manufactured, distributed and stored.
Office of the Executive Director
1. Plans, directs, supervises, coordinates, and controls the administrative and operational activities of all employees under the Office of the Executive Direcotr.
2. Assists the Assistant Secretary in coming up with policies and strategies to improve operational activities of all staff divisions, regional, and district offices.
3. Reviews/recommends procedures, rules, and regulations, and operational plans on motor vehicle registration, licensing of drivers, and enforcement of pertinent land transportation laws.
4. Exercises supervisory and central powers over all divisions, regional and district offices under the Assistant Secretary.
5. Assists the Assistant Secretary in coordination with other government agencies and private entities involved in land transportation to ensure a safe, convenient, and economical land transport service.
6. Supervises and controls the conduct of administrative investigation in the regional offices and recommends improvement of systems and procedures if they are found to be ineffective.
7. Directs, supervises, and controls the conduct of audit of all field offices in the regional offices and recommends improvement of systems and procedures if they are found to be ineffective.
Traffic Adjudication Service (TAS)
1. Establishing, implementing, and maintaining an effective system for the efficient and expeditious handling, hearing and deciding of cases, including the sending of subpoena, judgment, and orders.
2. Establishing, implementing, and maintaining an effective and efficient monitoring system of violations and violators and keeping and releasing records, documents, papers, and other materials that would not only ensure safe custody thereof but also provide readily available, accurate, sufficient, and up-to-date data and information.
3. Establishing, implementing, and maintaining a system to ensure and monitor the proper enforcement of penalties including the payment of fines, attendance in seminars, examinations, and others.
Law Enforcement Service (LES)
1. Formulates and recommends policies and programs of action for the effective enforcement of the country's land transportation laws, rules, and regulations.
2. Apprehends traffic law violators, carnappers, and persons engaged in manufacturing fake stickers and license plates.
3. Engage in intelligence work for the purpose of containing the unlawful activities of persons engaged in colorum operation of motor vehicles, manufacture and dostribution of fake stickers, drivers licenses, and license plates.
4. Implements a traffic safety education program through training sessions, seminars, production of information materials, and conducting continuing public information campaigns.
A. Traffic Safety Division
1. Assists the Law Enforcement Service in formulating the plans, programs, and activities relating to traffic safety education and standards, including, but not limited to, driver education and public information campaigns.
2. Undertakes research and studies on traffic safety and driver education, and maintains and updates records of the said studies and research.
3. Develops and maintains a continuing training program for traffic enforcement officers on subjects such as traffic apprehension techniques, driver behavior and discipline, etc., and conducts training seminars and administers written examinations to apprehended drivers.
4. Coordinates with other legitimate entities and/or law enforcement agencies directly or indirectly involved in traffic safety standards and education programs.
5. Screens applicants for deputation as LTO law enforcers in accordance with guideliunes set.
B. Field Enforcement Division
1. Assists the Law Enforcement Service in formulating plans, programs, and activities of the division relating to traffic enforcement.
2. Enforces the pertinent provisions of RA4136 and other traffic laws, rules, and regulations.
3. Maintains lateral coordination with other government and private agencies in the implementation of activities/programs relating to traffic law enforcement.
4. Conudcts on-the-spot investigation of traffic law violations.
5. Maintains a consistent and systematic traffic patrol system on the national highways of the country to ensure traffic safety, the smooth flow of traffic, and/or assists victims of vehicular accidents.
6. Acts on the complaints of the public brought before it, as they relate to traffic law enforcement.
C. Intelligence and Investigation Division
1. Assists the Law Enforcement Service in formulating plans, programs, and activities for the prosecution of traffic laws, rules, and regulations.
2. Conducts fact-finding investigations against employees of the Office, motor vehicle owners/drivers for violations of transportation laws and regulations, and such other relevant issuances from duly constituted authoriries.
3. Establish lateral coordination with other services and divisions of the Office for purpose of investigative work.
4. Maintains records of apprehension cases subject to investigation and determines if there are reasonable grounds to file a case.
Administrative Division
1. Provides technical assistance in the career development and administration of personnel programs, procedures relative to the procurement, maintenance, accountability, control and distribution of supplies and materials, and the maintenance of buildings and other properties.
2. Formulates and reviews plans and programs, directs, coordinates, controls, and supervises a comprehensive personnel management program, general services support and utilization of facilities, and supply management.
3. Develops policy recommendations to improve and facilitate the attainment of set goals and objectives of the division.
A. Personnel Section
1. Provides technical assistance in the planning, formulation, development, and administration of comprehensive personnel programs and activities for the sectoral office, regional offices, and district offices.
2. Responsible for the judicious and systematic recruitment/selection and placement of personnel by providing the proper guidelines/policies in selection and promotion.
3. Prepares and acts on all matters regarding actions such as appointments, leaves, transfers, movements, separation, retirement, discipline, and other related personnel actions.
4. Keeps, maintains, safeguards,and prepares all personnel records and reports.
5. Plans, develops, and conducts comprehensive training programs and activities that will enhance and improve employees' knowledge, skills, and aptitudes.
B. General Services Section (GSS)
1. Formulates policies and standards on activities related to general services.
2. Undertakes the repair and maintenance of buildings, furniture, electrical and plumbing systems and appliances.
3. Undertakes the operation, repair, and maintenance of motor vehicles for enforcement as well as other purposes.
4. Undertakes the printing/production of all issuances, alarm, non-accountable forms, and photo machine copies of documents.
5. Undertakes the operation, repair, and maintenance of SSB, VHF, and telephone and telex systems.
6. Undertakes the maintenance and control of security and janitorial services.
7. Undertakes the handling and control of incoming and outgoing communications.
C. Property Section
1. The planning and programming of supplies and materials for the use of the Office and its various operating units.
2. The planning and programming of Motor Vehicle plates requirements/needs of the Office and its distribution or allocations to various operating units.
3. The procurement, storage, custody, distribution, or issuance of supplies, LTO forms, and equipment.
4. The effective utilization, maintenance, and disposal of all equipment owned and operated by the Office.
5. The rendering of periodic inventory of all properties in accordance with existing accounting and auditing rules and regulations.
Finance & Management Division
1. Performs staff, advisory and consultative functions relative to budgeting, financial control, management improvement and other financial transactions.
2. Formulates and recommends policies and programs, guidelines, standards and procedures for financial and management services.
3. Provides technical assistance in the formulation of short and long range fiscal plans for the preparation of the annual budget and the accounting of financial resources.
4. Exercises technical supervision on the collection of monies/fees and disbursement of expenditures in accordance with accounting and auditing rules and regulations.
5. Reviews and evaluates activities of Regional Offices/Field Offices for adherence to policies, procedures and standards.
A. Treasury Section
1. Undertakes the collection of fines, penalties, and miscellaneious fees accruing to the Office and issuances of Official Receipts.
2. Deposits all collections made to the Bureau of Treasury through authorized depository banks.
3. Prepares daily abstract of reports of all collections and disbursements made.
4. Prepares checks/treasury warrants for the disbursement of funds in payment for salaries and wages, allowances, per diems, and other emoluments accruing to all officials and employees.
5. Undertakes the payment of approved disburrsements to private parties such as supplies and materials services, fixed expenditures like water, electricity, telephone usage, and others.
6. Prepares remittance advices to be submitted to the banks.
7. Maintains cashbooks on collections and disbursements.
8. Prepares and approves Official Receipts for collection of fees.
B. Budget Section
1. Develops methods and procedures for budget preparations in accordance with established guidelines and thrusts of the national government.
2. Reviews, evaluates, and analyzes the annual budget estimates of the Regional Offices and with respect to the budget estimate for the Land Transportation Office.
3. Prepares and submits the annual budget and justifications to assist management in the presentation of the LTO budget proposal before competent authorities.
4. Formulates and executes short and long range fiscal plans.
5. Prepares an annual program of expenditures for the Office of the Assistant Secretary.
6. Keeps, maintains, and controls the programmed budget allotments of the Office by funding, program, project, and effecting through such controls the changes and adjustments in the current work and financial plans.
7. Provides consultative and technical assistance to budget units of regional offices in the application and utilization of budgetary methods of the budgetary system.
C. Management Services Section
1. Formulates and recommends policies and guidelines on the internal control system of the Office and supevises the efficient and effective implementation thereof.
2. Reviews existing methods, procedures, and internal control systems, and makes recommendations for improvement.
3. Develops policies, guidelines, and procedures relative to management improvement of the Office.
4. Renders technical assistance to field units in setting up an efficient system of control.
5. Initiates and conducts a program of internal audit to ensure effective check and control of all collections, remittances, properties, accountabilities, performance; and keeps top management adequately and accurately informed.
6. Conducts periodic examination of financial and operational transactions of all LTO units.
7. Prepares required audit reports.
D. Accounting Section
1. Plans, directs, coordinates, and supervises proper and adequate accounting, reporting, and keeping of accounts covering all financial transactions of the Office.
2. Coordinates accounting activities with other operating divisions and competent authorities.
3. Certifies and controls the availability of funds, and reviews and evaluates vouchers, payrolls, and POs.
4. Provides technical assistance to the Office in relation to financial matters.
5. Reviews, evalutates, and analyzes reports of disbursement and of collecting officers submitted by the Treasury Section.
6. Prepares and submits financial reports required for submission to the DOTC and other offices.
7. Analyzes and evaluates financial reports from Regional Offices.
8. Reconciles treasury/agency accounts with BIR statements; bank balances with book balances and collecting officers account balances.
Operations Division
1. Plans, directs, supervises, coordinates and controls the functions, activities and operations of the Office relative to the following:
a. Formulation of short and long range plans
b. Formulation and preparation of the basic policies and guidelines for determining priorities for proposed plans and programs
c. Development of criteria, standards, procedures and other guides for planning, studies and research
d. Evaluation of projects proposed by the Regional management as well as from other government agencies and private entities.
2. Formulates, develops and recommends policy guidelines on motor vehicles' specifications and classifications
3. Proposes operational standards for licensing of drivers and conductors
4. Conducts studies and researches for the upgrading and improvement of motor vehicle registration and drivers licensing operation
5. Institutes and evaluates system of supervision and control on operation and accreditation of driving schools.
6. Responds to and manages all correspondence from the public related to registration of motor vehicles and licensing of drivers.
A. License Section
1. Develops, monitors, and improves the licensing system and monitor licensing operations of district offices.
2. Forecasts and plans for the annual logistical requirements of the regions and district offices on licensing operations.
3. Accredits and supervises operation of driving schools.
4. Processes applications for accreditation of physicians to physically examine license applicants.
5. Keeps and maintain records of licenses throughout the country and establishes control for the security of license records and indices.
6. Undertakes custody of licenses confiscated and reported by the MMDA and those confiscated and revoked by the Law Enforcement Service.
7. Issues clearances and authentication certificates on drivers license data.
8. Represents the Department/Office in Course on matters requiring the presentation of license documents/data.
9. Monitors the operation of the production of computerized licenses.
B. Registration Section
1. Reviews and evaluates existing policies on motor vehicle registration.
2. Conducts studies and research and formulates policies for the improvement of the motor vehicle registration system.
3. Issues confirmation certificates on the following:
a. Tax payment or exemption based on original CPs.
b. Certificate of registration on imported motor vehicles and registered under Central Bank regulations.
c. Motor vehicle identification.
d. Dealer's report of brand new motor vehicles/surplus and chassis.
4. Processes and approves applications for the registration of diplomatic, under bond/written commitment, and tax exempt motor vehicles.
5. Acts in all nature of levy of motor vehicles forwarded by all Courts of Justice.
6. Maintains the following files:
a. Reports of motor vehicle dealers, importers, assemblers, brand new motor vehicles, and surplus engine and chassis.
b. Motor vehicle registration records.
c. Index files of motor vehicles based on engine and chassis.
d. Certification of dealers' reports issued: brand new motor vehicles and surplus engine/chassis.
Management Information Division
1. Develops effective information and data processing systems which provide timely and accurate outputs.
2. Ensures the continuous operation and maintenance of developed and ongoing data processing systems.
3. Manages and operates the tools, equipment and facilities related to information processing.
4. Coordinates, directs and reviews design and development of computerization projects of the Office.
5. Organizes an efficient library management and services.
6. Prepares periodic accomplishment reports of the Office concerning operations and other activities.
A. Computer Section
1. Plans, develops, and implements information systems projects which support the major operations of the Office.
2. Delivers quality and timely computer job outputs.
3. Provides assistance to other organizational units in the development of systems and procedures for computer-based systems and manual system improvements.
4. Develops plans and policy guidelines on the preparation of the Central Office computer mainframe and all EDP related activities of the Office.
5. Conduct system studies, system designs, testing, and development for both manual and computer based systems.
B. Statistics Section
1. Maintains a data collection system involving basic statistics on the operation aspects of licensing and registration, as well as other performance outputs.
2. Processes and stores the data into forms which can be used both for planning and management decision purposes.
3. Provides for an easy and practical way of storing and retrieving basic land transport statistics.
4. Periodically updates and validates said statistics to ensure their reliability and dependability.
5. Estimates and establishes basic statistical parameters to explain the characteristics of various sets of statistics and their quantitative significance.
6. Prepares periodic accomplishment and status reports for management concerning Office operations and activities.
