Invitation to Apply for Eligibility and to Bid
Bidding for Security Services for Calendar Year 2009
The Land Transportation Office-Region 1, through the Government of the Philippines intends to apply the sum of Three Million Three Hundred Eighteen Thousand Pesos (Php. 3,318,000.00), being the Approved Budget for the Contract (ABC) to payments under the contract for the Security Services of LTO Region 1 under Contract No. LTORI-2008-012. Bids received in excess of the ABC shall be automatically rejected at Bid Opening.
The Land Transportation Office (LTO) Region 1 invites all potential Bidders for eligibility and to bid for its security services.
Bidding will be conducted through open competitive bidding procedure using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), and is restricted unless otherwise stated to Filipino citizens/sole proprietorships, organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines as specified in Republic Act 5183 (R.A. 5183). Bidders must have completed a similar contract with a value of at least 50% of the ABC, and meet the other minimum eligibility requirements stated in the eligibility documents.

Only Bids from Bidders who pass the eligibility check will be opened. The process for the eligibility check is described in Section II of the Bidding Documents, ITB. Bids must be accompanied by a Bid Security, equivalent to One Percent (1%) of the Approved Budget for the Contract (ABC), in the form of cash, and in Philippine currency. Bids will be opened in the presence of the Bidders or the Bidders’ representatives.
The Bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.
The Land Transportation Office-Region 1 reserves the right to accept or reject any Bid, to annul the bidding process, and reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders. The decision of the BAC shall be final and binding.
