Invitation to Apply for Eligibility and to Bid

Republic of the Philippines
 

      1. Construction of C.R. @ Mezzanine of License Section
      2. Repair and Improvement of Steel Water Tank

 

The Land Transportation Office, through General Fund (Fund 101) intends to apply the following amounts being the Approved Budget for the Contract (ABC) to payments under the contract for the aforesaid projects, to wit:
 

1. Construction of C.R. @ Mezzanine of License   - Php58,454.43
    Section                                                              

2. Repair and Improvement of Steel Water Tank  - Php70,863.74

 

Bids received in excess of the ABC shall be automatically rejected at Bid opening.

The Land Transportation Office now calls for the submission of Letters of Intent (LOIs) from potential Bidders to apply for eligibility for the Construction of the above projects. Bidders should possess a valid PCAB license applicable to the above type and cost of the contract, have completed a similar contract with a value of at least fifty percent (50%) of the ABC, and meet the other minimum eligibility requirements stated in the Eligibility Documents. Interested Bidders must submit their LOIs starting December 5- 11, 2007 from 8:00 A.M. to 4:00 P.M. at the Property Section, East Ave., Q.C. and secure the Eligibility Documents therefrom. Applications for eligibility will be evaluated on a “pass/fail” basis. The last day for the submission of the accomplished Eligibility Documents shall be on the date of the opening of Eligibility Documents, to wit:
 

1. Construction of C.R. @ Mezzanine of License Section

                                                       - December 12, 2007/ 2:00 P.M.

2. Repair and Improvement of Steel Water Tank

                                                       - December 12, 2007/ 2:30 P.M.

at the LTO-Library, East Ave., Q.C.. Only those Bidders passing the eligibility check will be entitled to purchase the Bidding Documents.

Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted, unless otherwise stated, to organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. In accordance with the IRR-A of R.A. 9184, only Bids from eligible Bidders will be opened. In accordance with the IRR-A of R.A. 9184 a contract will only be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during post-qualification.
 

Interested eligible Bidders may obtain further information from Land Transportation Office and inspect the Bidding Documents at the Property Section from 8:00A.M. to 5:00P.M.

A complete set of Bidding Documents may be purchased by Bidders that passed the eligibility check upon the presentation of the Notice of Eligibility to the BAC Secretariat, at the Property Section from December 13-19, 2007 from 8:00 A.M. to 4:00 P.M. and upon payment of a nonrefundable fee of Php1,000.00 per project. The Bidding Documents shall be received personally by the bidder or his authorized representative at the BAC Secretariat at the given address.

For the Eligible Bidders, the opening and submission of their Bids will be on the December 21, 2007 at 2:00 P.M. for the Construction of C.R. at Mezzanine of License Section and at 2:30 P.M. for the Repair and Improvement of Steel Water Tank at the LTO-Library, East Avenue, Quezon City.
 

 

All bids must be accompanied by a Bid security in any of the following form
Form of Security Minimum Amount in % of Approved Budget for the Contract to be Bid
1. Cash, certified check, cashier’s  check, manager’s check, bank draft or irrevocable letter of credit One percent (1%)
2. Bank guarantee One and a half Percent (1 ½%)
3. Surety Bond Two and a half
Percent (2 ½%)
 
4. Foreign government guarantee One hundred percent (100%)

Late Bids shall not be accepted. Bids will be opened in the presence of the Bidders’ representatives.

Completion of the Works is required within the following calendar days upon receipt of the Notice to Proceed, to wit:
 

1. Construction of C.R. @ Mezzanine of License Section

                                                                     - 30 calendar days
2. Repair and Improvement of Steel Water Tank              

                                                                     - 30 calendar days
 

The Land Transportation Office reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
