The Land
Transportation Office,
through General Fund (Fund
101) intends to apply the
following sum being the
Approved Budget for the
Contract (ABC) of payment
for the aforesaid projects,
to wit:
- Repair and
Improvement of
Collection Unit
-
Php897,584.08
- Glass Enclosure
of LTO Chapel
- Php680,661.74
- Repair and
Improvement of MID
Records,
Library including
Waterproofing of Plant
Box -
Php1,084,055.21
Bids
received in excess of the
ABC shall be automatically
rejected at Bid opening.
The Land Transportation
Office now calls for the
submission of Letters of
Intent (LOIs) from potential
Bidders to apply for
eligibility for the
aforesaid projects. Bidders
should possess a valid PCAB
license applicable to the
above type and cost of the
contract, have completed a
similar contract with a
value of at least fifty
percent (50%) of the ABC,
and meet the other minimum
eligibility requirements
stated in the Eligibility
Documents. Interested
Bidders must submit their
LOIs on or before December
23, 2008 at 3:00 P.M. at the
Property Section, East Ave.,
Q.C. and secure the
Eligibility Documents
therefrom. Applications for
eligibility will be
evaluated on a “pass/fail”
basis. The last day for the
submission of the
accomplished Eligibility
Documents shall be on the
date of the opening of
Eligibility Documents:
January 7, 2009 at 2:00 P.M.
at the LTO-Library, East
Ave., Q.C. Only those
Bidders passing the
eligibility check will be
entitled to purchase the
Bidding Documents.
Bidding
will be conducted through
open competitive bidding
procedures as specified in
the Implementing Rules and
Regulations Part A (IRR-A)
of Republic Act 9184 (R.A.
9184), otherwise known as
the “Government Procurement
Reform Act,” and is
restricted, unless otherwise
stated, to organizations
with at least seventy-five
percent (75%) interest or
outstanding capital stock
belonging to citizens of the
Philippines. In accordance
with the IRR-A of R.A. 9184,
only Bids from eligible
Bidders will be opened. In
accordance
with the
IRR-A of R.A. 9184 a
contract will only be
awarded to the Lowest
Calculated and Responsive
Bidder who was determined as
such during
post-qualification.
Interested Bidders may
obtain further information
from the BAC Sub-Committee
and inspect the Bidding
Documents at the address
given below from 8:00 A. M.
to 4:00 P. M.
A complete set of Bidding
Documents may be purchased
by interested Bidders from
the Property Section
starting January 14, 2009
upon payment of a
nonrefundable fee in the
amount of Php1,000.00 each
project in the form of cash.
The Bidding Documents shall
be received personally by
the prospective Bidder or
his authorized
representative.
The BAC
will hold a Pre-Bidding
Conference open to all
interested parties at the
LTO-Library, East Avenue,
Quezon City on the following
dates, to wit:

The Land Transportation
Office reserves the right to
accept or reject any Bid, to
annul the bidding process,
and to reject all Bids at
any time prior to contract
award, without thereby
incurring any liability to
the affected Bidder or
Bidders.
