and to Bid
One Lot Bidding for the Purchase of Two
(2) Units Power Generators
(21.3KVA) & (12.5KVA)

The Land Transportation
Office-Region 1, through
the Government of the
Philippines intends to apply
the sum of Seven Hundred
Fifty Thousand Pesos (Php.
750,000.00), being the
Approved Budget for the
Contract (ABC) to payments
under the contract for the
purchase of Two (2) Units
Power Generators under
Contract No.
LTORI-2007-01-002. Bids
received in excess of the
ABC shall be automatically
rejected at Bid Opening.
The Land Transportation
Office-Region 1 now invites
sealed Bids from eligible
Bidders for the Bidding
on the Purchase of two (2)
Units Power Generators (21.3
KVA & 12.5 KVA).
Bidding will be conducted
through open competitive
bidding procedures using
non-discretionary pass/fail
criteria as specified in the
Implementing Rules and
Regulations Part A (IRR-A)
of Republic Act 9184 (R.A.
9184), otherwise known as
the “Government Procurement
Reform Act,” and is
restricted unless otherwise
stated to Filipino
citizens/sole
proprietorships,
organizations with at least
sixty percent (60%) interest
or outstanding capital stock
belonging to citizens of the
Philippines as specified in
Republic Act 5183 (R.A.
5183).
Interested Bidders may
obtain further information
from the Land
Transportation Office-Region
1 and inspect the
Bidding Documents at the
address given below during
office hours (8:00 A.M. to
5:00 P.M.). A complete set
of Bidding Documents may be
purchased by interested
Bidders from the address
given below and upon payment
of a nonrefundable fee of
Three Thousand Pesos (Php.
3,000.00). The method of
payment will be in cash. The
Bidding Documents shall be
received personally by the
prospective Bidder or his
authorized representative
starting on November 08 -
27, 2007 during office
hours.
The Land Transportation
Office-Region 1 will
hold a Pre-Bid Conference
open to all interested
parties on November 08, 2007
(Thursday) @ 10:00 A.M. at
the address given below.
Bid Opening shall be
on November 28, 2007
(Wednesday) at 10:00
A.M. Sharp at the
address given below. Sealed
Bids and eligibility
requirements must be
received by the Bids and
Awards Committee, Land
Transportation Office-Region
1 not later than 10:00
A.M. on November 28, 2007
(Wednesday). Late Bids shall
not be accepted.
Only Bids from Bidders who
pass the eligibility check
will be opened. The process
for the eligibility check is
described in Section II of
the Bidding Documents, ITB.
Bids must be accompanied by
a Bid Security,
equivalent to One Percent
(1%) of the total bid price,
in the form of cash, and in
Philippine currency. Bids
will be opened in the
presence of the Bidders or
the Bidders’
representatives.
The bidder with the Lowest
Calculated Bid (LCB) shall
advance to the
post-qualification stage in
order to finally determine
responsiveness of the bid to
technical and financial
requirements of the project.
The contract shall then be
awarded to the Lowest
Calculated and Responsive
Bidder (LCRB) who was
determined as such during
the post-qualification
procedure.
The Land Transportation
Office-Region 1 reserves
the right to accept or
reject any Bid, to annul the
bidding process, and to
reject all Bids at any time
prior to contract award,
without thereby incurring
any liability to the
affected Bidder or Bidders.
The decision of the BAC
shall be final and binding. |
