Invitation to Apply for Eligibility and to Bid

Republic of the Philippines

 

1. Installation of Floor Tiles at Ground Floor Bulwagan
2. Repair and Improvement of C.R.s (Medical Unit, Registration              Section, PMP and Public C.R.)
3. Repair and Improvement of Mezzanine Floor at Registration Section
4. Repair and Improvement of MID Office (Floor and Ceiling)
5. Repair and Improvement of Admin. Chief Office
 

        The Land Transportation Office, through General Fund (Fund 101) intends to apply the following amounts being the Approved Budget for the Contract (ABC) to payments under the contract for the aforesaid projects, to wit:

1. Installation of Floor Tiles at Ground Floor            - Php1,880,103.79
    Bulwagan

2. Repair & Improvement of C.R.s (Medical              - Php 785,292.55
    Unit, Registration Section, PMP and Public CR)

3. Repair & Improvement of Mezzanine Floor          - Php 633,452.53
    at Registration Section

4. Repair and Improvement of MID Office                - Php 433,189.01
    (Floor and Ceiling)

5. Repair and Improvement of Admin.                     - Php 350,000.00
    Chief Office

 

Bids received in excess of the ABC shall be automatically rejected at Bid opening.

The Land Transportation Office now calls for the submission of Letters of Intent (LOIs) from potential Bidders to apply for eligibility for the Construction of the above projects. Bidders should possess a valid PCAB license applicable to the above type and cost of the contract, have completed a similar contract with a value of at least fifty percent (50%) of the ABC, and meet the other minimum eligibility requirements stated in the Eligibility Documents. Interested Bidders must submit their LOIs starting October 22 – 29, 2007 from 8:00 A.M. to 4:00 P.M. at the Property Section, East Ave., Q.C. and secure the Eligibility Documents therefrom. Applications for eligibility will be evaluated on a “pass/fail” basis. The last day for the submission of the accomplished Eligibility Documents shall be on the date of the opening of Eligibility Documents, to wit:

      - November 7, 2007/at Registration Section 1:00 P.M.

4. Repair and Improvement of MID Office

      - November 7, 2007/(Floor and Ceiling) 2:00 P.M.

5. Repair and Improvement of Admin.

      - November 7, 2007/Chief Office 3:00 P.M.



at the LTO-Library, East Ave., Q.C.. Only those Bidders passing the eligibility check will be entitled to purchase the Bidding Documents.

Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted, unless otherwise stated, to organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. In accordance with the IRR-A of R.A. 9184, only Bids from eligible Bidders will be opened. In accordance with the IRR-A of R.A. 9184 a contract will only be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during post-qualification.
 

Interested eligible Bidders may obtain further information from Land Transportation Office and inspect the Bidding Documents at the Property Section from 8:00A.M. to 5:00P.M.

A complete set of Bidding Documents may be purchased by Bidders that passed the eligibility check upon the presentation of the Notice of Eligibility to the BAC Secretariat, at the Property Section from November 8-14, 2007 from 8:00 A.M. to 4:00 P.M. and upon payment of a nonrefundable fee of Php1,000.00 per project. The Bidding Documents shall be received personally by the bidder or his authorized representative at the BAC Secretariat at the given address.

The Land Transportation Office will hold a Pre-Bid Conference open to all Eligible Bidders on the following dates at the LTO-Library, East Avenue, Quezon City, to wit:

      - November 16, 2007/Bulwagan 10:00 A.M.

2. Repair & Improvement of C.R.s (Medical

      - November 16, 2007/Unit, Registration Section, PMP and Public 

        11:00 A.M.CR)

3. Repair & Improvement of Mezzanine Floor

      - November 16, 2007/at Registration Section 1:00 P.M.

4. Repair and Improvement of MID Office

      - November 16, 2007/(Floor and Ceiling) 2:00 P.M.

5. Repair and Improvement of Admin.

      - November 16, 2007/Chief Office 3:00 P.M.

 

 

Eligible Bidders must submit their Bids at the LTO-Library, East Avenue, Quezon City on the following Dates, to wit:

 

 

1. Installation of Floor Tiles at Ground Floor

      - November 29, 2007/Bulwagan 10:00 A.M.

2. Repair & Improvement of C.R.s (Medical

      - November 29, 2007/Unit, Registration Section, PMP and Public

        11:00 A.M.CR)

3. Repair & Improvement of Mezzanine Floor

      - November 29, 2007/at Registration Section 1:00 P.M.

4. Repair and Improvement of MID Office

      - November 29, 2007/(Floor and Ceiling) 2:00 P.M.

5. Repair and Improvement of Admin.

      - November 29, 2007/Chief Office 3:00 P.M.

 

 

All Bids must be accompanied by a Bid security in any of the following form:

 

Form of Security Minimum Amount in % of Approved Budget for the Contract to be Bid
1. Cash, certified check, cashier’s check, manager’s check, bank draft or irrevocable letter of credit One percent (1%)
2. Bank guarantee One and a half Percent (1 ½%)
3. Surety Bond Two and a half
  Percent (2 ½%)
4. Foreign government guarantee One hundred percent (100%)

Late Bids shall not be accepted. Bid opening shall be the same with the schedule on the submission of bids at the LTO-Library, East Ave., Q.C. Bids will be opened in the presence of the Bidders’ representatives.

Completion of the Works is required within the following calendar days upon receipt of the Notice to Proceed, to wit:
 

1. Installation of Floor Tiles at Ground Floor

        - 60 Calendar Days Bulwagan

2. Repair & Improvement of C.R.s (Medical

        - 45 Calendar Days Unit, Registration Section, PMP and Public
          CR)

3. Repair & Improvement of Mezzanine Floor

        - 60 Calendar Days at Registration Section

4. Repair and Improvement of MID Office

        - 30 Calendar Days (Floor and Ceiling)

5. Repair and Improvement of Admin.

        - 30 Calendar Days Chief Office

 

 

The Land Transportation Office reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
