Invitation to Apply for Eligibility and to Bid

Roof Framings & Partial Electrical Works (Re-wiring) of the District Office (Ground Floor Only)

The Land Transportation Office, through the MOOE intends to apply the sum of Nine Hundred Fifty Thousand Six Hundred Thirty Nine Pesos & 88/100 (P950,639.88) being the Approved Budget for Contract (ABC) to payments under the contract for LTORI-08-004. Bids received in excess of the ABC shall be automatically rejected at Bid opening.

Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted, unless otherwise stated, to organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. In accordance with the IRR-A of R.A. 9184, only Bids from eligible Bidders will be opened. In accordance with the IRR-A of R.A. 9184 a contract will only be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during post-qualification.

Interested eligible Bidders may obtain further information from LAND TRANSPORTATION OFFICE and inspect the Bidding Documents at the address given during office hours from 8:00 A.M. to 5:00 P.M.

A complete set of Bidding Documents may be purchased by Bidders upon presentation of their Invitation to Bid to the BAC Secretariat, at the address below and upon payment of a nonrefundable fee of Five Thousand Pesos (P5, 000.00). The Bidding Documents shall be received personally by the bidder or his authorized representative.

The LAND TRANSPORTATION OFFICE will hold a Pre-Bid Conference to the Invited Bidders on June 03, 2008 at 2:00 P.M. at the Land Transportation Office-Region I Aguila Road, Brgy. Sevilla, City of San Fernando, La Union.

Eligible Bidders must submit their Bid Proposals at the address below on or before June 10, 2008 (Tuesday) at 10:00 A.M. All Bids must be accompanied by a Bid security in the form of cash and in an amount of one percent (1%) of the Bidders Total Bid Price. Late Bids shall not be accepted. Bid opening shall be on June 10, 2008 at 10:00 A.M. Bids will be opened in the presence of the Bidders’ or their representative who choose to attend the bidding process.

Completion of the Works is 90 days upon receipt of the notice to commence.
The LAND TRANSPORTATION OFFICE reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders. The decision of the BAC shall be final and binding.
