The Land Transportation Office-Region 1, through the Government of the Philippines, with SARO # ABM-BMB-A-08-0001151 dated 27 June 2008, intends to apply the sum of Two Million Eight Hundred Ninety Five Thousand Pesos (Php. 2,895,000.00) being the Approved Budget for Contract (ABC) to payments under the contract for LTOR1-2009-002. Bids received in excess of the ABC shall be automatically rejected at Bid opening.
The Land Transportation Office-Region I, now invites potential Bidders to apply for eligibility for the Rehabilitation/Repair and Improvement of the Land Transportation Office - Alaminos District Office, Pangasinan, Region 1. Bidders should possess a valid PCAB license applicable to the above type and cost of the contract, have completed a similar contract with a value of at least fifty percent (50%) of the ABC, and meet the other minimum eligibility requirements stated in the eligibility forms. Interested Parties must submit their LOIs on or before July 20, 2009 (Monday), 10:00 A.M., the latest, at Land Transportation Office – Region 1, Aguila Road, Brgy. Sevilla, City of San Fernando La Union and secure the Eligibility Documents there from. Applications for eligibility will be evaluated on a “pass/fail” basis. The deadline for the submission of Eligibility Documents shall be on July 21, 2009, (Tuesday) at 9:00 o’clock A.M. Sharp, at Land Transportation Office – Region 1, Aguila Road, Brgy. Sevilla, City of San Fernando, La Union. Only those Parties passing the Eligibility Check will be entitled to purchase the Bidding Document. Completion of work is 120 days upon receipt of the Notice to Proceed.
Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted, unless otherwise stated to organizations with at least a seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. In accordance with the IRR Part A of R.A. 9184, only Bids from Bidders who pass an eligibility check will be opened. In accordance with the IRR-A of R.A. 9184 a contract will only be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during post-qualification.

Interested Parties shall submit their accomplished Eligibility Documents to the BAC Secretariat at Land Transportation Office, Aguila Road, Brgy. Sevilla, City of San Fernando, La Union, on or before July 21, 2009 (Tuesday) at 9:00 o’clock A.M. Sharp. Eligibility Check shall be conducted on July 21, 2009 at 9:15 o’clock AM Sharp.
Eligible Bidders may obtain further information from LAND TRANSPORTATION OFFICE and inspect the Bidding Documents at the address given below during office hours from 8:00 o’clock A.M. to 5:00 o’clock P.M.
A complete set of Bidding Documents may be purchased by Bidders that passed the eligibility check upon presentation of the Notice of Eligibility to the BAC Secretariat, at the address given below and upon payment of a nonrefundable fee of Five Thousand Pesos (P5, 000.00). The Bidding Documents shall be received personally by the bidder or his duly authorized representative.
The LAND TRANSPORTATION OFFICE-Region 1 will hold a Pre-Bid Conference open to all Eligible Bidders on July 29, 2009 (Wednesday), at 10:00 A.M. at the Conference Room of the Land Transportation Office-Region I, Aguila Road, Brgy. Sevilla, City of San Fernando, La Union.
Eligible Bidders must submit their Bids at the address below on or before August 12, 2009 (Wednesday), at 9:00 o’clock A.M. Sharp. All Bids must be accompanied by a Bid security in the form of Cash and in the amount of One Percent (1%) of the ABC. Late Bids will be rejected. Bid opening shall be on August 12, 2009 (Wednesday) at 9:00 o’clock A.M. Sharp, at the LTO-Region 1 Conference Room, Aguila Road, Brgy Sevilla, City of San Fernando, La Union. Bids will be opened in the presence of the Bidders’ or their representative who choose to attend the bidding process.
The LAND TRANSPORTATION OFFICE – Region 1 reserves the right to accept or reject any Bid and to annul the bidding process and reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders. The decision of the BAC shall be final and binding to all parties.
