Invitation to Apply for Eligibility and to Bid

Construction of Public and Employee’s Comfort Rooms
at Guagua District Office

 

The LAND TRANSPORTATION OFFICE - REGION III, through the SARO NO. A-08-01543 dated February 12, 2008, intends to apply the sum of Five Hundred Thirty Thousand Seven Hundred Fifty Pesos Only (P530,750.00) being the Approved Budget for Contract (ABC) to payments under the contract for the Construction of Public and Employee’s Comfort Rooms at Guagua District Office. Bids received in excess of the ABC shall be automatically rejected at Bid opening.

The LAND TRANSPORTATION OFFICE - REGION III now calls for the submission of Letters of Intent (LOIs) from potential Bidders to apply for eligibility for the Renovation and Improvement of MVIS Building. Bidders should possess a valid PCAB license applicable to the above type and cost of the contract, have completed a similar contract with a value of at least fifty percent (50%) of the ABC, and meet the other minimum eligibility requirements stated in the Eligibility Documents. Interested Bidders must submit their LOIs on November 27, 2008, 8:00 to 5:00 pm, at the Administrative Division, LTO-Region III, Government Center, Maimpis, City of San Fernando, Pampanga and secure the Eligibility Documents therefrom. Applications for eligibility will be evaluated on a “pass/fail” basis. The last day for the submission of the accomplished Eligibility Documents shall be on November 28, 5:00 pm at Administrative Division, LTO-Region III, Government Center, Maimpis, City of San Fernando, Pampanga. Only those Bidders passing the eligibility check will be entitled to purchase the Bidding Documents.

Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted, unless otherwise stated, to organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. In accordance with the IRR-A of R.A 9184, only Bids from eligible Bidders will be opened. In accordance with the IRR-A of R.A. 9184 a contract will only be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during post-qualification.

Interested Bidders shall submit their accomplished Eligibility Documents to the BAC Secretariat at LTO- Region III, Government Center, Maimpis, City of San Fernando, Pampanga on November 28, 2008.

Interested eligible Bidders may obtain further information from LAND TRANSPORTATION OFFICE - REGION III and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM on December 03, 2008.

A complete set of Bidding Documents may be purchased by Bidders that passed the eligibility check upon the presentation of the Notice of Eligibility to the BAC Secretariat, at the address below and upon payment of a nonrefundable fee of Five Hundred Pesos Only (P500.00). The Bidding Documents shall be received personally by the bidder or his authorized representative on December 03, 2008.

The LAND TRANSPORTATION OFFICE - REGION III will hold a Pre-Bid Conference open to all Eligible Bidders on December 04, 2008, 2:00 pm at the Conference Room, LTO-Region III, Government Center, Maimpis, City of San Fernando, Pampanga.

Eligible Bidders must submit their Bids at the address below on or before 2:00 pm of December 16, 2008. All Bids must be accompanied by a Bid security in any of the following form:

1. Cash, certified check, cashier’s check, manager’s check, bank draft or irrevocable letter of credit

One percent (1%)

2. Bank guarantee

One and a half Percent  (1 ½%)

3. Surety Bond

Two and a half
Percent (2 ½%)

4. Foreign government guarantee

One hundred percent (100%)

or an equivalent amount in a freely convertible currency. Late Bids shall not be accepted. Bid opening shall be on December 16, 2008, 2:00 pm. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below on December 16, 2008, 2:00 pm.

Completion of the Works is required within thirty (30) days after the issuance of the Notice to Proceed.

The LAND TRANSPORTATION OFFICE - REGION III reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
