Overview

 

Established in 1911, the Land Transportation Office (LTO) under the Department of Transportation and Communications (DOTC), operates pursuant to RA 4136 which was passed in 1964 and revised under EO 125 and 125A. It is headed by the Assistant Secretary assisted by the Executive Director.

Staff function resides at its Central Office which is composed of two Services and seven Divisions. Complementing the Central Office is a network of 16 Regional Offices, 142 District Offices, 70 Extension Offices, 26 Licensing Centers, 18 DLRCs, 1 One Stop-Shop, 1 Mobile Unit, 10 e-Patrol. Heading each Regional Office is a Regional Director assisted by an Assistant Regional Director.

The Office is guided by the policy of promoting and maintaining safe, efficient, comfortable and economical land transportation services throughout the country by providing a rationalized system of motor vehicle registration, license issuance, law enforcement and adjudication of traffic violation cases. All programs and projects of the Office are geared towards the attainment and proper implementation of this policy.

 

Highlights of Operations: CY 2007
 

As of December 31, 2007, there were 5.5 M vehicles registered, 56% of which were registered in NCR, Region III and Region IV field offices. Eighty five percent (85%) were renewal registration and of the total vehicle population, 48% were motorcycles.

There were 2.6M licenses issued, 76% of which were renewals. For the convenience of license applicants, top management has prioritized the setting up of more Driver’s License Renewal Centers (DLRC) in shopping malls where renewal of a license takes only 30 minutes. The impact that these DLRCs have created in terms of fast and convenient service have been widely recognized and regarded as a major and effective good governance strategy.

Focus on enforcement of traffic laws and rules was the primary reason for the increase in number of apprehensions from 892,319 in 2006 to 940,800 in 2007.

To improve revenue collection, the “OPLAN Balik Rehistro” was launched in December 2006. This program aimed to close the gap between the number of registered and unregistered motor vehicles. Another project which contributed to a bigger LTO revenue is the e-Patrol Project. This is basically automated buses serving as LTO field offices. Their mobility bring LTO services to far-flung areas to entice the public to renew their vehicle registration or licenses and settle traffic violation cases at their convenience. With these and the continuing outreach program, LTO was able to collect 10,419,969,174 for 2007.

Linkages with other government offices, the business sector, civil society and other stakeholders have been maintained thru periodic consultation and improved coordination. Two major breakthroughs in this area were the interconnectivity of the PETCs and insurance companies nationwide to the LTO-IT System. Other connectivity projects are scheduled for development in the coming years.

Strengthening the LTO organization involves empowerment of personnel. With quality programs in place such as ISO 9001:2000 Quality Management System for Drivers Licensing Process; 5S Good Housekeeping practices, Measuring Service Quality and Quality Circle and Suggestion Scheme, continuous training was provided for awareness and understanding of these new work ethics.

On good governance and integrity development, the adoption of the Integrity Development Action Plan paved the way for a successful strategy in countering corruption.
 

Challenges
 

1. Unupdated policies on vehicle registration and licensing of drivers.

The emergence of new vehicle models, growing pressure from international communities for the harmonization of vehicle regulations and safety standards and proliferation of unconvential modes of transport in the countryside are among the reasons for the need to update policies on vehicle registration. For drivers licensing, there is the need to extend LTO’s services to our countrymen residing abroad. With the current technology, transacting ‘offsite’ is very much possible.

2. Inability to Meet Performance Targets

With the continuing financial and economic difficulties experienced by our countrymen, decrease in collection in all fronts is expected unless the office’ policymakers shall institute additional programs to counter the problem.
 

3. Limited manpower vis-à-vis increase in volume of transactions.

Because of the moratorium on personnel hiring, there is a glaring shortage of manpower to address the growing transaction growth. There is a need to improve employee: transaction ratio in consideration of productivity and satisfaction of our personnel.

4. Political interference in critical decision-making.

When politicians and influence-peddlers impose their personal interests on important policy decisions of the Office, objectives and targets suffer.

 

Strategies and Directions
 

1. Conduct continuous studies to update and enhance policies, systems and procedures for vehicle registration, licensing of drivers and enforcement of traffic laws and rules.

2. Pursue modernization thrusts and enhancements to the LTO IT Project to ensure that all systems are responsive to the growing information and service requirements of its clientele.

3. Accelerate the implementation of revenue generating measures to enhance collection.

4. Continuously train personnel to improve capabilities in view of the adoption of new technologies and new work ethics.

5. Strengthen partnership and coordinative efforts with other government agencies and private organizations to efficiently share resources and information.

 

Action Plans
 

1.  LTO Information Technology Project (LTO-IT Project)

As an implementation of the National Information Technology Plan 2000, this project was envisioned to upgrade LTO’s current facilities and services and to ensure that it can meet future needs. Commencing in 1999, this project is the first government project under the BOO scheme. It will provide an information highway enabling online transactions processing among LTO’s field offices nationwide, with open connectivity to DOTC and other government agencies.
 

  • Activities for 2008:

    • Automation of remaining 29 manual sites utilizing VSAT link and integration within LTO network.

    • Continued automation of new field offices and integration within LTO network, including e-Patrol and DLRCs

    • Buildup of the Data Warehouse.

    • Continued upgrade of all leased lines and migration to higher capacity bandwidth lines network services as available and cost justified.

    • Continued enhancement of customer applications.

    • Implementation of Web-enabled applications to reach LTO customers through the Internet.

    • Development of interconnectivity facilities for BOC, BIR and other government agencies to facilitate information sharing..

    • Adoption of modern business strategies for better public service, i.e. Radio Frequency Identification (RFID), Mobile Query Tool (MQT), SMS facility

2.  Air Quality Improvement Program

Pursuant to pertinent provisions of R.A. 8749 otherwise known as the Philippine Clean Air Act of 1999, the LTO shall enforce compliance with the emission standards for motor vehicles. It has three (3) components namely: Roadside Smoke Emission Apprehension and Testing, MVIS Project and the PETC Project.

Anti-Smoke Belching Project (Roadside Smoke Emission Apprehension and Testing)

This entails deployment of LTO law enforcers and other deputized agents from DOTC, MMDA, ABS-CBN Bantay Kalikasan and local government units personnel in strategic points in Metro Manila as well as in other regions nationwide.
 

  • Activities for 2008:

    • Strict implementation and monitoring

    • Clean-up of the nationwide smoke-belching database, as the source of information in the automatic verification of smoke belching cases prior to vehicle registration.

Motor Vehicle Inspection System (MVIS) Project

The project involves the construction of Motor Vehicle Inspection Centers to cover all types and classifications of motor vehicles all over the country. The centers shall be situated in areas with high motor vehicle density such as the NCR, Metro Davao and Metro Cebu and in urban centers with satellite city/townships as clusters. The project shall be equipped with state-of the art equipment and shall be fully computerized.
 

  • Activities for 2008:

    • Upgrading and rehabilitation of the 4 existing MVIC (NCR-North and South, Regions III, and VII) and construction of new MVIC at Regions IV and XI.

    • Implementation of Phase 2 to include Regions 1, 2, 6, 10 and 12.

PETC Program

Compliance to emission standards of all motor vehicles was started in January 2003 in a nationwide scope through the operationalization of Private Emission Testing Centers (PETCs). Renewal of vehicle registration as well of retrieval of confiscated license plates due to smoke belching charges necessitate the presentation of a Certificate of Emission Compliance (CEC) to LTO. The ICT component required of the PETC systems makes possible the real time monitoring of PETC results and its integration with the MVRS.
 

  • Activities for 2008:

    • Maintain the interconnectivity between PETC and the LTO IT system for real time monitoring and validation of data prior to vehicle registration.

    • Strict monitoring of PETC operations via a decentralized set up. The Regional Offices shall be directly responsible for PETC’s operating within the region. Recommendation/s for the suspension of erring PETCs shall emanate from the Regional Teams.

CFC Phase Out Plan

The Office is one of the key partners of DENR in the implementation of a program to phase out the use of chloro fluoro carbon (CFC) in the country. Under the National CFC Phase-out Plan or NCPP, the LTO shall prohibit the use of CFCs in mobile airconditioning (MAC) starting 2006 in MVs manufactured and/or initially registered from 1999 onwards, and total prohibition for all year models in 2012. By end of 2006, LTO has modified its database to include data and information on registered motor vehicles with MAC.

 

  • Activities for 2008:

    • Conduct of pilot testing of the modified database in the LTO Regional/District Offices;
    • Maintain database and conduct check-ups on stored data to determine discrepancies and errors and work out necessary solutions;
    • Assess the possibility of inclusion of MAC inspection in the MVIS Expansion Program;
    • Revisit the scheme for the random roadside MAC inspection;
    • Proposed integration of MAC system inspection to PETCs; and
    • Conduct of public hearing for additional cost of MAC system inspection both to the PETC owners and motor vehicle owners/operators.

 

Clean Air Advocacy

Coordination with the transport groups concerning their participation in promoting clean environment is a continuing program of the LTO. Transport operators are advised to conduct regular inspection and maintenance of their units and encourage them to change the engines of their motor vehicles that have proven to be old and smoke-belching.
 

  • Activity for 2008:

    • Advise and remind (through letters) all bus associations, truckers associations, jeepney associations and other transport groups to cooperate with the clean air program of the government through regular inspection and maintenance of their motor vehicles.

 

3.  Intensified Field Enforcement Program

The Program is one of the measures undertaken by the Office to promote and enhance comfort and safety in land travel through the effective enforcement of land transportation, laws, rules and regulations.

 

Focused Law Enforcement

Starting off with the reorganization and re-empowerment of LTO Law Enforcers, the Office shall be vigorously pursuing order on the streets by relentless law enforcement operation against colorum operators, smoke-belchers, seatbelt law violators, and other violators of traffic and administrative rules.
 

  • Activities for 2008:

    • Strict implementation and monitoring of field enforcement activities.
    • Continuous review of rules and regulations related to field enforcement.
    • Continuous training of LTO Law enforcers and other traffic enforcement officers
    • Establish OPES as a tool in monitoring and enhancing control in law enforcement activities
    • Maximize use of the Traffic Violation Service or the TVS in accessing drivers/vehicle data at the time and place when needed.

OPLAN Isnabero

An intensified law enforcement campaign on erring taxi driver where the riding public is encouraged to report taxi drivers that refuse to convey passengers to their destination. This also includes contracting passenger instead of using taxi meters.

This project is LTO’s way of helping alleviate the plight of commuting public get a ride especially during holiday.

Improved Adjudication System

To complement the strict enforcement of transportation rules and regulations, fair, reliable and uniform adjudication of violation cases should be ensured. This necessitates awareness of and/or being updated on amendments or new laws for hearing officers.

    • Conduct of seminars and trainings for hearing officers nationwide
    • Institute additional system controls in the adjudication of cases thru LETAS.

4.  Road Safety Projects

This is a continuing program to ensure the protection of road users from accidents and other road hazards through the development of traffic safety standards and the conduct of drivers education and training. Most of the projects under this program are spearheaded by the LTO in cooperation with other government agencies, NGOs and other legitimate advocacy groups.
 

 

LTO Driving Academy

This training institution aims to develop competent motor vehicle drivers through quality instruction and instilling in them safety consciousness. The overall projected outcome is the reduction of traffic incidents and accidents on a nationwide scale.

    • Drafting of Implementing Rules and Regulation for review and approval by top management
    • Establishment of the LTO Driving Academy in NCR as a pilot site.

Road Safety Education through the DepEd Curriculum

This is a ‘return to basics’ strategy whereby the value and importance of discipline, courtesy and safety on the road shall be inculcated in the children at their early age. As early as elementary and high school years, the subject matter shall be integrated in the Department of Education curriculum.
 

  • Activities for 2008:

    • Prepare documentations and formalize project proposal.
    • Coordinate with the Department of Education for the implementation of the project.

Drivers’ Training Seminar

This is a continuing program to produce and disseminate information for the purpose of enhancing the message of traffic safety to PUV operators, apprehended drivers and drivers of government agencies and private corporations.

            Three are three (3) major components:

                1. Para sa Super Tsuper Project
                2. Traffic Safety Seminar for Apprehended Drivers
                3. Outreach Training Seminar on Traffic Safety Management

Road Safety Advocacies

1. YES! MOVE (Youth for Environment and Safety Movement)

5.  Establishment of Drivers License Renewal Center (DLRC)

Advocating partnership with local investors, and with the implementation of the LTO IT system, the Office has set-up DLRCs which are strategically located in commercials centers of the metropolitan Manila and urban cities of the country.

Currently LTO has 19 Driver’s License Renewal Centers nationwide. Metro Manila DLRC’s are located at the Metro Point Mall in Pasay City, MRT-Ayala in Makati City, Farmer’s Plaza in Quezon City, Araneta Square Mall in Caloocan City, Alabang Town Center in Muntinlupa City, SM Super Center in Pasig, Robinson’s Metro East in Cainta, Robinsion’s Mall Galeria in Mandaluyong, SM Mega Mall in Pasig, Robinson’s in Quezon City, SM North in Quezon City.

Provincial DLRC’s are found in SM Mall in Cebu; SM City in San Fernando, Pampanga; SM City in Davao City; Robinson’s Mall in Iloilo city, NE Pacific Mall in Cabanatuan, SM Clark in Pampanga, Limketkai Mall in Cagayan de Oro City and in Tagbilaran.

The establishment of DLRCs aims to help out with the renewal of driver’s licenses by making the service more accessible to the transacting public.

6.  Revenue Generating Programs

       6.1  Increase in Fees and Charges

              This is a program to increase the revenue-earning capacity of the Office. The increase in fees and penalties related to violation of traffic rules and regulations shall also act as deterrent to habitual offenders of the law.

    • Follow-up of recommendation to DOTC re LTO Administrative Fees and Charges particularly on MV/MC Plates and fines and penalties for administrative violations.

 

        6.2  Optional Motor Vehicle Special Plates Project

              The project is in pursuant to the provisions of Batas Pambansa Bldg. 74, Republic Act No. 4136 and Administrative Order No. 009-2004 dated 03 September 2004 and in view of the exhaustion of the combinations of the alpha-numeric characters under the current format of the motor vehicles plates.

       6.3  Vanity License Plate Program

             Pursuant to Presidential Memorandum Order No. 65, the LTO is introducing the “Vanity License Plate” (VLP), which refers to the optional motor vehicle plates for the purpose of establishing personalized identity of the motor vehicle to the registered owner.

7.  Quality Management Program

As a frontline agency, LTO has adopted the ISO 9001:2000 international standards as the best approach towards service excellence. With the establishment of a Quality Management System (QMS) for Driver’s License Processing, LTO obtained a clear perspective of the system requirements and the areas of control to assure the consistency in the quality of service that is provides. At present, the Office has 17 sites awarded the ISO 9001:2000 certification namely: Central Office License Section, Quezon City Licensing Center, Manila Licensing Center, DLRC-Alabang Town Center, DLRC-Ayala MRT, DLRC-Cubao, Las Pinas Licensing Extension Office, Pasay City Licensing Center, Cainta Extension Office, Binan District Office, Binangonan Extension Office, Cagayan de Oro City Licensing Center, Gumaca District Office, San Fernando, La Union Licensing Center, San Fernando Licensing Center, Tacloban City Licensing Center, and Metro Davao Licensing Center.

 

It has three major components:

1. 5S Good Housekeeping
2. Measuring Service Quality
3. Quality Circle and Suggestion Scheme

 

  • Activities for 2008:

    • Application for certification of 39 more sites for all regions nationwide
    • Continuous training for field officials and employees in the field of quality and productivity management
    • Conduct of benchmarking activities preferably in Japan and Singapore, for additional knowledge and exposure to best quality practices.


8.  Capability – Building Measures

Law Enforcers Complete Motorcycle Riding Course

The training enhanced the capabilities of Central Office enforcers in enforcing traffic laws as well as building up their confidence while on the road. Subsequent trainings for Luzon, Visayas and Mindanao law enforcers are scheduled in the coming months to be undertaken by Lawin Motorcycle Club and Luzon Motorcycle Federation of the Philippines.
 

  • Activities for 2008:

    • Continuous training for Law enforcers of all Regions to be conducted by island: Luzon, Visayas and Mindanao.

      8.2  Continuing Organizational and Personnel Development

This refers to the development of quality culture in the LTO through ongoing trainings and seminars on value formation, anti-corruption, and skills development and retooling.

9.  Good Governance Strategies

         9.1 Integrity Development

               In support of the President’s program of countering corruption in the bureaucracy, LTO has adopted an Integrity Development Action Plan embodying the three pronged strategies of prevention, education and deterrence. To date, major “doables” have been implemented such as the adoption of the LTO code of ethics and the conduct of Integrity Development Review.

    • Continuous monitoring of compliance to the LTO Integrity Development and Action Plan.


        9.2  Office Performance Evaluation System (OPES)

             The Civil Service Commission (SCS) has designed a better performance evaluation process for all agencies of the government. Selected government agencies has taken part in the pilot testing, one of which is LTO.
 

  • Activity for 2008:

    Establish OPES at the Central Office as a Productivity monitoring tool.

 

        9.3 Agency Performance Excellence Project (APEX)

             The Development Academy of the Philippines, in partnership with the Department of Budget and Management, has initiated an agency performance review for selected government agencies. Based on pre-determined performance indicators, the level of performance of LTO shall be determined as well as measures for improvement.

    • Continuing cooperation with the DAP and DBM Project Management Team for the final stage of the project.


        9.4 Anti-Fixing Campaign

             Through the sound implementation of OPLAN Anti-Fixers, there has been an improved pedestrian traffic flow at the Central Office and at Regional and field offices. Contributory to the success of the campaign is the availability of signages and informational materials within the office’ premises to make the clientele and the general public aware of LTO processes, documentary requirements, related laws, fees and fines to enable them to transact with the LTO expediently.

10.  Drivers’ License Enhancement Program (DLEP)

The LTO DLEP shall provide financial assistance to drivers (professional and non-professional) enrolled in the program who become victims of vehicular accidents. This will provide indemnity to the insured driver for loss of life, limb, sight and other specified losses including medical reimbursement, by accidental bodily injury while he is driving a motor vehicle or a passenger in a vehicle related accident. The enrollment will be in force for a period of three years which is co-terminus with the driver’s license.

    • Conduct of public hearing to be attended by transport operators/officers of transport organizations.
