  Full Steam Ahead for PETC Interconnectivity Project of the LTO

Effective January 2, 2007. it is all systems go for the nationwide Private Emission Testing Center (PETC) Interconnectivity project of the Department of Transportation and Communications (DOTC) / Land Transportation Office.

According to Assistant Secretary and LTO Chief Reynaldo I. Berroya, the PETC Interconnectivity project is a system where accredited emission testing centers are obliged to upload emission test results, online and real time to the main LTO database to assure the integrity and efficiency of the emission test results. The system was further conjured to address the deficiencies that are the main contributory factors to the proliferation of fraudulent Certificates of Emission Compliance (CEC). Berroya added that with the new set-up, private motor vehicle owners with dubious intent will now think twice before submitting to the LTO any fraudulent CEC’s since any document can now be verified immediately online. With a three way matching capability, the PETC Interconnectivity system permits online authentication with the LTO-IT system immediately locking the CEC number to the accredited testing center and to the motor vehicle which in turn prevents the re-issuance of the CEC to another vehicle owner which is the current practice.

The PETC Interconnectivity project is being implemented pursuant to DOTC Department Orders 2005-34 and 2005-37 respectively. Under the Department Orders, Berroya noted that the DOTC through the adoption of previous LTO proposals regarding the improvement, efficiency, and integrity of the PETC Information Management System has been mandated to implement the emission standards for motor vehicles as provided in the Philippine Clean Air Act of 1999.

The PETC interconnectivity platform was developed by Stradcom Corporation, the LTO’s IT provider. Stradcom has used an IT platform patterned after the United States State of Virginia system.

Berroya added that he is unfazed by the overwhelming pressure and opposition from illicit entities in the emission testing center industry and that the overall rewards of the PETC-ITF to the motoring and general public is what is of more importance.

The LTO Chief finally said that the value of the interconnectivity system is that the DOTC and the LTO will now contribute to the government’s drive in protecting public health and preserve the environment by improving air quality through the intensified capability of the DOTC/LTO to determine the authenticity of CEC’s during the registration renewal process of motor vehicles. Berroya maintains that it is very fortunate that the DOTC and the LTO are now very proactive proponents in the effort to rid the streets of smoke belchers.
