In compliance with Executive Order 605, s. 2007 and in pursuit of the vision to be a model agency that provides quality service to the public , the Land Transportation Office continues in its journey to excellence through the LTO Quality Management Program.

C. Continual improvement of the Quality Management System (QMS)

Management Reviews in the Regions and at the Central Office are regularly conducted to evaluate the performance of the QMS. This activity which is initiated by top management is effective in generating new ideas, resolving issues and making new plans for system improvement.

Internal quality audit of the 49 sites is presently underway. Internal quality auditors of the Central Office are working together with equally-trained regional auditors to ensure quality audits.

Favorable results were obtained from the 4th Quarter Customer Satisfaction Survey which was administered in 17 certified sites. On the average, ninety seven percent (97%) of the customers were satisfied with the services we offer. The frequently mentioned suggestions are infrastructure-related, i.e. enhancement of the waiting areas, observance of the queueing system and the presence of fixers. These issues shall be evaluated and resolved by top management in the 1st Quarter 2008 Management Review.

The top management meeting between LTO and its service providers (Stradcom Corporation and Amalgamated Motors Phils. Inc.) which was held last August 28, 2007 generated significant results. These providers committed to deliver the infrastructure and materials requirements of the QMS within the agreed timetable.

D. Continual training and organizational development

We have a continuous training program in frontline servicing, integrity development, internal quality auditing, QMS guidelines and procedures and ISO 9001:2000. There is an expected increase of training schedules in 2008 because of the expansion of the QMS in 49 more agencies nationwide.
