The Land
Transportation Office –
Region 1, through the FY
2007 GAA-RA 9401 intends to
apply the sum of One Million
Pesos (P1,000,000.00) being
the Approved Budget for
Contract (ABC) to payments
under the contract for
LTORI-08-002. Bids received
in excess of the ABC shall
be automatically rejected at
Bid opening.
The Land Transportation
Office – Region 1, now calls
for the submission of
Letters of Intent (LOI) from
potential Bidders to apply
for eligibility for
Rehabilitation and
Improvement of LTO Urdaneta
City District Office,
Pangasinan. Bidders should
possess a valid PCAB license
applicable to the above type
and cost of the contract,
have completed a similar
contract with a value of at
least fifty percent (50%) of
the ABC, and meet the other
minimum eligibility
requirements stated in the
Eligibility Documents.
Interested Bidders must
submit their LOI on or
before March 18, 2008, 2:00
PM at Land Transportation
Office, Aguila Road, Brgy.
Sevilla, City of San
Fernando La Union and secure
the Eligibility Documents
there from. Applications for
eligibility will be
evaluated on a “pass/fail”
basis. The last day for the
submission of the
accomplished Eligibility
Documents shall be on March
18, 2008 at 2:00 P.M., at
Land Transportation Office –
Region 1, Aguila Road, Brgy.
Sevilla, City of San
Fernando, La Union. Only
those Bidders passing the
eligibility check will be
entitled to purchase the
Bidding Documents.
Bidding will be conducted
through open competitive
bidding procedures as
specified in the
Implementing Rules and
Regulations Part A (IRR-A)
of Republic Act 9184 (R.A.
9184), otherwise known as
the “Government Procurement
Reform Act,” and is
restricted, unless otherwise
stated, to organizations
with at least seventy-five
percent (75%) interest or
outstanding capital stock
belonging to citizens of the
Philippines. In accordance
with the IRR-A of R.A. 9184,
only Bids from eligible
Bidders will be opened. In
accordance with the IRR-A of
R.A. 9184 a contract will
only be awarded to the
Lowest Calculated and
Responsive Bidder who was
determined as such during
post-qualification.
Interest Bidders shall
submit their accomplished
Eligibility Documents to the
BAC Secretariat at Land
Transportation Office,
Aguila Road, Brgy. Sevilla,
City of San Fernando, La
Union on or before March 18,
2008 at 2:00 P.M.
Interested eligible Bidders may obtain further information from LAND
TRANSPORTATION OFFICE
and inspect the Bidding
Documents at the address
given below during office
hours from 8:00 A.M. to 5:00
P.M.
A complete set of Bidding
Documents may be purchased
by Bidders that passed the
eligibility check upon
presentation of the Notice
of Eligibility to the BAC
Secretariat, at the address
below and upon payment of a
nonrefundable fee of Five
Thousand Pesos (P5, 000.00).
The Bidding Documents shall
be received personally by
the bidder or his authorized
representative.
The LAND TRANSPORTATION
OFFICE will hold a Pre-Bid
Conference open to all
Eligible Bidders on March
25, 2008 at 2:00 P.M. at the
Land Transportation Office –
Region 1, Aguila Road, Brgy.
Sevilla, City of San
Fernando, La Union.
Eligible Bidders must submit
their Bids at the address
below on or before April 10,
2008 at 2:00 P.M. All Bids
must be accompanied by a Bid
security in the form of Cash
and in the amount of One
Percent (1%) of the Bidder’s
total bid price. Late Bids
shall not be accepted. Bid
opening shall be on April
10, 2008 at 2:00 P.M. at
Land Transportation Office –
Region 1, Aguila Road, Brgy.
Sevilla, City of San
Fernando, La Union. Bids
will be opened in the
presence of the Bidders or
their Representative who
choose to attend the bidding
procedure.
Completion of the Works is
60 days upon receipt of the
notice to commence.
The LAND TRANSPORTATION
OFFICE –REGION 1 reserves
the right to accept or
reject any Bid, to annul the
bidding process, and to
reject all Bids at any time
prior to contract award,
without thereby incurring
any liability to the
affected Bidder or Bidders.
